Hokko Tarumae is a local idol from Tomakomai, the city she uses as a theme to get attention in races and on stage. Her voice is Sayaka Kikuchi. In the official Tracen Academy student introduction she appears running on dirt, which matches the character's story.
The card is the 3★ [Starry Lightship], a Trainee Umamusume who debuts in this Scout. It is the Trainee version, not a support card. If you already have a roster of Trainees, she comes in as one more option to build teams around, and nothing you already own changes because of her.
When the banner runs
The Spotlight Pretty Derby Scout opened at 06:00 UTC on October 24 and closes at 21:59 UTC on November 6. That is about two weeks, longer than most Umamusume banners, so you have room to decide instead of pulling on the first day.
The dates overlap with the two Scouts that opened on October 20, so you may still be deciding on those when this one arrives. While the banner is live, pulling a 3★ Hokko Tarumae gives a bonus of 90 Star Pieces for her, more than the usual amount. Episodes 1 to 4 of her character story are also unlocked during the period.
How the odds work
The featured 3★ shows up at 0.75% per pull. Other 3★ Trainees have their own combined chance, but Hokko Tarumae is the only one with that featured rate here.
For anyone who does not want to depend on luck, there are the Exchange Points. Every pull on the banner gives points, and at 200 you trade them for the featured 3★. Points do not carry from one banner to another, and a partial count buys nothing from the exchange. Whatever is left when the banner ends becomes Clovers.
The road to that trade is expensive. Guaranteeing Hokko Tarumae through the system means 30,000 carats on this banner alone. If you are not planning to spend that much, treat the pull as a small chance, not as a guarantee.

- Look at your carats and tickets first. Exchange Points are not shared between banners, so pulling here does not build points for the Kitasan Black and Satono Diamond Scout, or the other way around.
- If you already own similar 3★ Trainees, compare before you spend. The Star Pieces bonus applies only to Hokko Tarumae while the banner is up.
- Keep an eye on the deadline. The banner ends on November 6, and leftover Exchange Points become Clovers after that.

Two other Spotlight Scouts are still live. Special Week and Sweep Tosho bring two SSR support cards, and Kitasan Black with Satono Diamond brings two 3★ characters. Both opened on October 20 at 22:00 UTC and end on November 1 at 21:59 UTC, a shorter clock than the Hokko Tarumae one.
Trainees and support cards debuting in those Scouts are eligible for event bonuses in the story event Happy New Future! A Sentimental Sunrise, which runs until November 1. If the event is what you are playing for this week, the October 20 Scouts are the ones that count.
The Support Card Scout with Yamanin Zephyr and T.M. Opera O, and the Narita Brian Scout, both ended on October 23 at 21:59 UTC. Those pulls are no longer available.
